The case assumed significance, after activist lawyer Aires Rodrigues approached the Goa Human Rights Commission alleging that inordinate delay by the Goa Government in processing the pension papers of those retiring could have had a bearing on Paryekar’s state of mind.
“Paryekar after having very conscientiously worked all his life had retired on August 31 last year and was struggling for many months to get his pension papers cleared,” Rodrigues had alleged.
However sources in the accounts department have sought to push the blame on the Maharashtra government citing that initial processing of the pension papers have to be done by the neighbouring state given that he worked for the Bombay High Court
at Goa.
Nonetheless Paryekar was being credited with his provisional pension while the papers were being processed.
Adv Rodrigues has demanded that the head of every department should undertake the work of preparation of pension papers at least a year in advance before the date on which a government servant is due to retire on superannuation, or on the date on which he proceeds on leave preparatory to retirement, whichever is earlier.
Adv Rodrigues pleaded before GHRC to direct the CS and the Director of Accounts to explain as to what steps and measures they plan to take to ensure that there is no violation of the human rights.
